* Problems with installed bash completions were found:

 * 	quilt: does not define any completions (failed to source?).

This is because the completion is in big 'if type quilt &> /dev/null ; then'. However, that is not necessary and deprecated since the completion file is installed along with quilt. Please remove it and enable the completion unconditionally.

Is there a specific portage version, FEATURES, etc that I need to reproduce?

portage-2.2.13+, I think, and quilt must not be installed while building.

Thanks. Fixed in quilt-0.63.  Dropped version 0.60.
