Only the .so is installed need to have .a static library. 

/usr/lib/libnice*
/usr/lib/libnice.so -> libnice.so.10.4.1
/usr/lib/libnice.so.10 -> libnice.so.10.4.1
/usr/lib/libnice.so.10.4.1
