"package" is included in gjs since 1.41.4 [1] [2], but according to bug 525218 you have 1.41.1.

So I think gnome-weather-3.14 should depend on at least >=gjs-1.41.4

I know there is more of these as upstreams did not fix their configure, but I didn't have the courage to check all gjs using packages so feel free to open reports for them too.
