1. DateTime-Format-DateManip is no longer required by upstream since 0.089

2. DateTime-Format-DateManip fails tests since back at Perl 5.10 and upstream is, for all intents and purposes, dead.  ( Last release was 2004, that's 10 years ago )

3. Brokenness has increased drastically with this module since DateManip 6, and DateManip 5.x has been gone from Gentoo since June 2014.

4. Nothing else in tree appears to depend on DTFDM

Thus, by breaking this un-needed dependency, we can schedule DateTime-Format-DateManip for tree cleaning. =)
