Bug 515524 now real: It seems sys-apps/tcp-wrappers-7.6.22-r1 is not present on any GENTOO_MIRRORs anymore. 
I can not find it on either:
rsync://mirror.netcologne.de/gentoo/
http://de-mirror.org/gentoo/
Looking there manually, I can not find any version of tcp-wrappers. 
Debian (at http://ftp.bg.debian.org/debian/pool/main/t/tcp-wrappers/ ) also does not offer 7.6.22 anymore. 

Can the original file be either restored on the mirrors, or a version bump be done?

At least on http://de-mirror.org/gentoo/ for tcp-wrappers (=this bug), seems fixed already now. Thanks for the information, I should check infra-status more often (especially before reporting bugs...), sorry!
