So the error_log tells you to look into itself. Strange Is the printer connected by USB or network? What was the last working version? There were no other errors, especially when installing the plugin? Can you try if recompiling cups and cups-filters helps.

Printer connected by network, last working version was 3.11, I try to recompile cups and cups-filters, but this did not help.

From looking at the log file there seems to be an issue with the binary plugin. Unfortunately I can not support installations with binary plugins as I am unable to test such configurations. Also make sure to update the binary plugin as well.
I resolve this problem this way. In cups web-interface I remove printer, after that I did hp-setup -i and hp-testpage. After this all works fine, but if I try to update hplip or hplip-plugin and modify printer via cups then this problem arise again until I remove and setup printer.
Well for hplip hp-setup is recommended especially if binary plugins are involved.
