This file was removed with commit 503894ffcd, Remove KDE SC 4.14.0, just a few hours ago.  But it's obviously still needed by the kdelibs-4.14.49.9999 live ebuild.

Incidently, I actually use the all/all and all/allfiles fake mimetypes as I have kwrite/vlc/smplayer2/okular associated with allfiles (kwrite so I can open random text files that don't have some arbitrary extension, okular for the similar issue with pdfs, and smplayer2/vlc for tempfile video fragments so I can play them before they're fully downloaded and renamed), and mc (launched inside a konsole window) associated with all.  Thus I was rather frustrated when gentoo/kde started patching them out.  However, I long ago dug into the documentation and figured out how to setup these mimetypes appropriately so they show up regardless of whether gentoo/kde patches them out of kdelibs or not.  (Not that I could do it again or make sense of what I did without redoing some research, but...)

And way back when gentoo/kde introduced the original patch the comment was to the effect of no known use, yank them until someone objects...  So it'd be rather nice if gentoo/kde simply decides to yank the mimetypes comment-out patch entirely and ship it as upstream ships it, or possibly simply limit it to the uri/* mimetypes, since I don't happen to use those (but someone else might).  But I have it setup already anyway, so I'll survive either way, just commenting that /someone/ was a bit inconvenienced by it.

Try using application/octet-stream instead. This is what we're using upstream instead of all/allfiles for Frameworks.
