dev-util/ctags-5.8 ebuild contains:

  DEPEND="app-admin/eselect-ctags".

I believe this should be RDEPEND.  The eselect-ctags package is not needed to
compile ctags as far as I can see.  The ebuild runs "eselect ctags update" in
both pkg_postinst and pkg_postrm.   This means:

  - emerge will not install eselect-ctags when installing from a binary
    package, but still runs the pkg_ functions (which I guess won't do what
    it's supposed to -- certainly the elog messages don't provide useful
    instructions in this case).

  - emerge can depclean eselect-ctags while ctags is still installed.  A
    subsequent removal of ctags will run postrm without eselect-ctags
    installed (I guess that won't do what it's supposed to).

  - emerge -uD world does not update eselect-ctags.

Also the elog message in pkg_postinst provides instructions to the user that
assume eselect-ctags is installed, which will be untrue in the binary package
case.

Because of the EAPI bump from 2 to 4, RDEPEND=$DEPEND no longer applies and it should be explicitly added.

Patch to fix it.

eselect-ctags is not needed to build the package, so s/DEPEND/RDEPEND/ seems to be the appropriate change.

This seems like a no-brainer and easy fix...

Fixed in 5.8-r1.
