When connecting to VNC session using vinagre (3.12.2) and using a host as SSH tunnel there, vinagre gives error message "Error creating the SSH tunnel - Unable to find free TCP port" and the connection is not done. What server are you using? Do you see errors on server side when it's trying to get the connection? Also try running vinagre from a terminal and looking for more errors there
I tried it against various openssh servers, same message. But when I boot to Arch (on client), vinagre ssh tunnel works OK against the same servers. When launched from terminal, I get just message right after start of vinagre (even before attempted connection): ** (vinagre:4372): WARNING **: Failed to initialize mDNS browser: Failed to create avahi client: Daemon not running strace : http://bpaste.net/show/549525/
When I enable ipv6 (as module) in the kernel config, it works suddenly...
Maybe you should report that issue to vinagre upstream -> bugzilla.gnome.org
