this patch fixed the juk can not view chinese tag problem

Reproducible: Always
Steps to Reproduce:
1. modify kdemultimedia ebuild
2. emerge kdemulitmedia again
3. add files into your juk

I have not try any other asian languages yet, but i think it will work.

Actually,i do not like juk very much after i found amarok.
Juk has lots of trouble with arts because my shitty intel8x0 soundcard*^_^*

Mamoru, i'd like to send you an email about ebuild and some other cjk patches
in my hand,do you mind i bug you?

I think only kde developers can say if these pacthes should go in.
For this issue, discussion is here:

The patch doesn't apply cleanly to kdemultimedia-3.3.1.ebuild.
I modified it a while ago but lost it by HDD crash :(
Jackey, could you update the patch so we can test?

No feedback and according to the upstream bug everybody should use ID3v2/UTF-8,16.
