Because we use kernel 3.10.25 as stable and gcc 4.8 support comming, stabilizing lilo-24.0 should be good idea.

Arches, please test & mark stable:
=sys-boot/lilo-24.0

As correctly identified by David "okias" Heidelberger, we need this as a minimum version once GCC 4.8 & 3.X kernels are stable. Let's make sure we do not hold anything up.
Ideally an arch tester will boot-test this package before approving.
