Keyworded these on Alpha: dev-ruby/blankslate-2.1.2.4 dev-ruby/instantiator-0.0.6 dev-ruby/introspection-0.0.3 dev-ruby/mocha-0.14.0 dev-ruby/mocha-1.1.0 dev-ruby/activesupport-4.1.4 dev-ruby/test_declarative-0.0.5-r2 dev-ruby/dalli-2.6.4 dev-ruby/libxml-2.7.0-r2 dev-ruby/i18n-0.6.11 But only under protest. The dependencies-for-tests need some serious overhaul (I found at least 5 missing packages). Also, the dalli test suite simply doesn't work if minitest:5 is on the system. Even after I removed it, it complained about not being able to use activesupport because there was some sort of conflict with minitest-5. Should easily reproducible.
These were keyworded ~ppc and ~ppc64 as part of another request. (BTW did I mention that ruby dependencies are crazy!)
The sparc team is unable to work in this way. There are tens of blocker/depends on. As said multiple times, please open _one_ bug with a complete list where repoman does not complain about missing depends and does not complain about missing ebuilds with some ruby_targets. Thanks

Closing this bug after 1½ years on the assumption that prefix has no interest in this.
