I try to emerge portage, and get a block by sandbox-2.6-r1, which is masked: sandbox-2.5 should be merged.

# emerge --oneshot portage

If you want python-3.3.x, you need sandbox-2.6-r1 or newer.  Why are you masking new sandbox?

That is why I masked sandbox-2.6-r1

The "<" symbol means only versions LESS than that are a problem.  You do not need to do any masking here as a user, the blocker takes care of making sure you get safe versions automatically.

I removed the masking of sandbox 2.6-r1, now emerge works.

Probably my mistake was not to emerge portage in the first place but try an emerge world, and there I got stuck with sandbox 2.6-r1
