i dont have declare radeon in my make.config. but this package force me to install radeon on my box.

See the output that forces to enable it:

> # required by media-libs/mesa-9.2.1[opencl]

If you look in the ebuild you will see

> opencl? ( >=sys-devel/llvm-3.3-r1[video_cards_radeon,${MULTILIB_USEDEP}] ... )

which means that mesa[opencl] forces llvm[video_cards_radeon]; so, you will want to disable that opencl USE flag on mesa.
