emerge-webrsync fails to work with empty portage tree with the following error:

!!! Section 'gentoo' in repos.conf refers to repository without repository name 
set in '/pm/portage/profiles/repo_name'                                         
emerge-webrsync: error: Repository 'gentoo' not found
