app-emulation/libvirt-1.1.3 builds correctly provided USE="qemu" is set (and USE="libvirtd"), but fails to compile without these USE flags.  USE="libvirtd qemu" is not needed if app-emulation/libvirt is only built as a dependency for app-emulation/virt-manager.  Build log attached.

Reproducible: Always

Steps to Reproduce:
1. echo "app-emulation/libvirt -qemu -libvirtd" >> /etc/portage/package.use
2. emerge libvirt
3.
Actual Results:  
Breakage!

Expected Results:  
No Breakage.
