Strange, CodecID should be defined in your /usr/include/libavcodec/avcodec.h What version, and with what USE flags, of libav (or ffmpeg) are you using?

Including libavcodec/avcodec.h allow compilation to advance but it fail somewhere else. By default, avcodec.h it's not used anywhere in the source. Downgrading ffmpeg allow media-plugins/gst-plugins-libav-1.2.0 to compile, so it's definitely due to ffmpeg-2.
