Diff between ebuilds

Attaching a patch for 1.6.3-r1. Please lemme know if it's ok to commit, then I'll update 1.6.9999, 1.7_rc1 and 9999 as well.

By the way, USE=python was broken currently. --with-python resulted in configure recording 'yes' as Python interpreter :). This may be a case with the other interpreters as well :).

Looks good to me. Please 
* make it a revbump (so people could go back if there are problems, cups is not that hard to build), 
* test it yourself for obvious problems (last time I gave someone a "go", that screwed up things a lot :), 
* and commit it! :)

Wanted to do that anyway :).

I've tested it for obvious problems, though I don't think I have an idea how Python is supposed to be used there. I think it goes for some random scripting that you can use within it. One thing that I confirmed is that proper '/usr/bin/pythonX.Y' is in 'cupsd' executable :).
