The latest update of xen-tools can not be built if use flags hvm and qemu are on, it gives the following error:

However, both hvm AND qemu use flags are set, and xen-tools-4.2.0-r3 is working correctly.

This version of xen-tools needs texinfo-5 which is not ready to go to stable so I had to mask it.

You also need to mask USE=hvm because of

REQUIRED_USE="hvm? ( qemu )"

You also need to mask USE=hvm because of

This doesn't seem like a good enough fix to me....now I have portage removing hvm and qemu from my use flags when I have these 2 use flags explicitly set in /etc/portage/package.use. Is there a way to tell portage that these are required? Some way other than manually masking >=xen-4.2.1 and >=xen-tools-4.2.1 until texinfo-5 gets marked stable?

which version are you using? It should only alter things for stable and I assume they should have been changed before.

Which version of which package? I'm not quite sure what you're asking...

I have this in package.use:
app-emulation/xen-tools hvm qemu

Currently installed xen and xen-tools are:

And to get portage to stop trying to emerge the new xen-tools I had to add this to package.mask with a note that I need to remove this once texinfo-5 is stable.

You are upgrading xen-tools to the next stable version (4.2.1-r3). Stable versions cannot be installed with USE="qemu hvm" due to the dependence on the unstable texinfo-5*

I'm not explicitly asking to install that version or upgrade to that version, though. xen is in @world, xen requires the new version of xen-tools, and that causes the use change.

It is counter-intuitive to me that portage would try to upgrade and install xen-tools when my use flags explicitly say that I want hvm and qemu. In this case I would expect portage to tell me that the use flags I want are masked and *not* try to upgrade xen-tools and hence not upgrade xen.

I would agree with you. Please open a different bug and describe this issue.

I just removed the mask in the profile and edited the ebuild and now I get the expected effect:
