The README file included in the zipball says:

   The textures which make up this pak file are from numerous (and rather
   anonymous) talented artists. Many of these textures were found
   floating around on the Internet with no crediting documentation.

I doubt that we are allowed to distribute any material "floating around on the Internet with no crediting documentation", so mirror restriction is needed for this package.

HOMEPAGE and SRC_URI are dead, too.
