Is it OK to stabilize =dev-db/oracle-instantclient-sqlplus-11.2.0.3-r1 ?

If so, please CC all arches which have stable keywords

for older versions of this package and add STABLEREQ keyword

to the bug.

Indeed it is, the only difference to 11.2.0.3 is bug#456694.
