LICENSE.TXT in the package's tarball says:

   This source distribution is made freely available and there is no charge
   for its use, provided you retain this notice, disclaimers, author's
   copyright, and credits.

It does neither grant the right for redistribution nor for modification, so we would need mirror and bindist restriction.

However:
- SRC_URI and HOMEPAGE are dead
- Last upstream release (2.01) in 2004
- No Gentoo maintainer
