I frequently forget to set the timezone on new installs because I skip the "Configuring the Kernel" section where it's located. The timezone subsection doesn't really belong there; if I had to put it somewhere, it would probably be before "Optional: Updating the Portage Tree" in the previous section, "Installing the Gentoo Base System."
if you skip reading parts of the handbook...not our fault for missed configuration steps.

Josh, I think he has a valid point. It really shouldn't be under kernel configuration. Could you rethink moving it around?
I moved it to the "Installing the Gentoo Base System" chapter, but added it at the end. This way it keeps the current order of things (just in case there would be a regression if I moved it further up). I know we had it in a later chapter (post-kernel installation) in the past, and had to move it earlier (before kernel installation).
