We will be inlining functionality from base.eclass into cmake-utils.eclass per bug 459678, and in the process it would be nice if we could remove some logic that handles patching for EAPIs without src_prepare. As such, please update your packages to a newer EAPI.

zpspell: pending removal after newer version is stabled.
irssi-otr: maintainer timeout, updated to EAPI 2 (same as version 0.3) since I don't want to mess with the content of the ebuild itself and I would need to replace the "prepalldocs" function to update to >=4.
shake: 0.999 is stabilized, @voyageur: are you going to punt 0.31?
Rest of the packages: maintainer timeout, updated to EAPI 5.
