Desktop profiles have "qt4" enabled and I'm sure that desktop users want to have the 'qpaeq' tool. 
However 'qt' is disabled by default.

Are there any reasons to use a local profile-independent useflag 'qt' instead of the global useflag 'qt4' for it?

Yeah, 'qt' is wrong, please rename the flag to 'qt4'

Or, if you're worried about the PyQt4 dep being enabled by default for all desktop profile users, rename it to 'qpaeq' or something like that.

Renaming it to qt4 makes sense, will do that.

Fixed in 3.0 now.
