An ebuild for phlib, a library used by Goldwater and possibly other projects. 
Tested, works. Please commit to portage ASAP.

This has been sitting in my local portage cache for a while... we will need this 
for dgee once they release a version that compiles (working on patches to their 
autotools problems now, but I have 0 time so they'll probably release before I 
do...)

I looked at phlib-1.20 and it's fine.

The only thing that needs patching is the configure, since it once uses $cflags (which should be $CFLAGS), otherwise setting CFLAGS doesn't work and it'll always use what's hardcoded in the configure.

If there are no objections, I will commit it anytime soon.
