emerge ut2003 goes well until the unpacking stage.  Then this:

ACCESS DENIED  rename:    /usr/portage/games-fps/ut2003/files/sedv43uHF

I believe I have fixed this in CVS.

At least, I am sure I have fixed the access violation.  I'm not sure about the patching problem.  If that still persists, please reopen this bug.

I don't understand your statement.  How is this fixed?  What is a user supposed to  do to solve this issue?

Fixed in CVS means fixed in the portage tree... do an emerge sync then emerge ut2003... you also don't have to reopen a bug to comment on it... I'll still get any comments you make here.

I performed this install over the weekend right after an emerge sync.  Has CVS for this been updated in the past 24 hours?

Yes.  It was updated like 30 seconds before I resolved the bug the first time, as is usually the case when a bug is resolved.

It would seem so.  I tried patching manually earlier but that did not work.  My last hope was that portage could do it for me :(
