man 8 tc-hfsc says:
SEE ALSO
       tc(8), tc-hfsc(7), tc-stab(8)
but:
$ equery f iproute2|grep man|grep hfsc
/usr/share/man/man8/tc-hfsc.8.bz2

man 7 tc-hfsc is present in source tarball but I suspect "make install" doesn't install it. Would it be possible to add "doman" to ebuild?

Indeed build system ignores man 7, file man/makefile contains:
SUBDIRS = man3 man8
