When installing dev-libs/libpwquality-1.2.0 with USE="pam" the corresponding PAM module is installed into the wrong directory.

Reproducible: Always

Steps to Reproduce:
USE="pam" emerge libpwquality
Actual Results: is installed to /usr/lib64/security

Expected Results: should be installed to /lib64/security
