should have something like cmake-utils.eclass and enable it by default as discussed on dev-ml and so on

It's fine to have a variable for that (for commandline usage or whatever) although it should not be set to OFF directly in ebuilds.

Please add a comment that WAF_VERBOSE is only to be set by users on command line, then feel free to commit.
