Fixed by bumping to 3.12.4.

Created attachment 355198 [details, diff] Patch to make opal-3.10.10 compile against libav-9+ Ekiga's important developer told, that Ekiga will only support opal-3.12* only in future versions. It was told, that opal-3.10 is stable and well tested, while Ekiga developers and testers will need time to work on opal-3.12 transition. A new version of Ekiga is not scheduled to come out soon. On my system this package will be a major blocker against libav-9*. I would not want to drop Ekiga. So I'd like to introduce a patch, which at least solves the compilation errors for the current opal version. I took the snippets from a mailing list, assembled the patch and accommodate it to be compatible with Gentoo's other patches applied. I propose to include it until a new version of Ekiga will show up and opal-3.12 will be ready to be used by Ekiga. The patch is not well tested. I don't know what happens for prior versions of libav. I also haven't thoroughly tested Ekiga's x264 behavior after compiling opal with it. Thx: Dw.
As I see, this is last blocker in libav-9 tracker. Can be release -r1 with included patch? Patch look sane for me, someone should probably retest.
