The current stable release of FreePascal (dev-lang/fpc) is 2.6.0, the current trunk/testing version is 2.7.1. It has been so for almost a year now, yet in the portage tree the 2.4.0 is still listed as stable and 2.6.0 as beta. Moreover, it is safe to remove fpc versions prior to 2.4.0, there seems to be no one using them today. http://www.freepascal.org/
Setting the STABLEREQ keyword and adding the arches is the task of the maintainer(s). Temporarily removing these as per http://www.gentoo.org/proj/en/qa/bug-wranglers/index.xml and the assigned herd (package maintainers) will add these back if they deem them appropriate.
