If fxruby is emerged before fxscintilla, then fxruby won't have scintilla available to it even if fxscintilla is emerged afterwards.

Reproducible: Always
Steps to Reproduce:
1. emerge fxruby
2. emerge fxscintilla
3.

Actual Results:  
fxscintilla isn't included in fxruby

Expected Results:  
fxruby should depend on or have a USE variable for fxscintilla

OK, I made fxruby depend on fxscintilla. I don't think it's worth a use flag, which is the proper way to do it, but please re-open this bug if you think otherwise.

In CVS with fxruby-1.0.28.

Actually, this simple solution will cause problems on hppa and alpha, where fxruby is stable but fxscintilla is masked. The solution might be use flag or depend conditional on ARCH (i.e. don't depend on fxscintilla on hppa/alpha).
