Disclaimer: this bug has been filed in a semi-automated manner.

When emerging the package kde-base/ark-4.8.5, the following elog messages are displayed:

 * For creating rar archives, install app-arch/rar

Such messages should only be displayed when the package is a new install.
These situations can be checked in the ebuild as follows:

if ! has_version 'kde-base/ark'; then

Has nothing to do with whether package is new install.

This should be done in a more general way: we need to agree on a way to get needed unpackagers installed, probably a virtual :/
