I am unable to reproduce this. Arfrever suggested that it might be a gold/LDFLAGS issue. However, rebuilding icu and gptfdisk with your LDFLAGS did not cause any errors for me.
what about compiler version? for me its gcc-4.7.2. may be its compilable with old gcc versions.
I'm able to reproduce this (and bug 439698 ) with icu compiled with gcc 4.7.2 after remerging icu with gcc 4.6.3 the bug disappears.
I can confirm this, also. The bug it's trigler by gcc-4.7.2. By compile only dev-libs/icu-50 with gcc-4.6.3, then switch back to gcc-4.7.2 I was able to emerge both gptfdisk-0.8.5 and chromium-23.0.1271.40. emerge --info (yes, I use lto, I tried with and I'm a little confused about UTF16 string literals and -std=c++x0. When I compile dev-libs/icu-50_rc with the following options: 1. gcc-4.6.3 + CXX_UTF16_STRING=0: good. 2. gcc-4.6.3 + CXX_UTF16_STRING=1: good. 3. gcc-4.7.2 + CXX_UTF16_STRING=0: good. 4. gcc-4.7.2 + CXX_UTF16_STRING=1: bad. 1,2, and 3: gptfdisk can be built with no error. 4: gptfdisk should be built with -std=c++0x.
For me doesn't compile gptfdisk with icu 50_rc and gcc versions 4.4 4.5 4.6 4.7 I guess its icu fail.

The problem arises because the icu-50 configure script checks for the availability of UTF-16 literal support C++11 has. Using -std=c++11, that's why Alphat-PC's test turned out the way it did. With gcc-4.6.x the flag is named -std=c++0x. If you compile gtpfdisk with CXXFLAGS="-std=c++11" it compiles fine. I can see two possible solutions here, remove the test from configure, which makes sense to me or make everything that uses icu have -std=c++11 in it's cxxflags.
Reassigning to icu maintainers since this appears to be an icu bug. Since icu requires special compiler flags to use, it needs to either export those flags in its pkgconfig files and /usr/bin/icu-config, or be patched to not require those flags.

Therefore, patching icu so that its users don't need to use c++11 is IMHO the only solution.
C++ packages using ICU should use one of the following commands to get flags required for compilation of C++ sources: icu-config --cxxflags pkg-config icu-i18n --variable CXXFLAGS pkg-config icu-io --variable CXXFLAGS pkg-config icu-le --variable CXXFLAGS pkg-config icu-lx --variable CXXFLAGS pkg-config icu-uc --variable CXXFLAGS

(In reply to comment #14) If you have not made custom changes in ICU ebuild, then replacement of -std=gnu++11 with -std=c++11 in your patch does not make any sense. Either ICU ebuild detects -std=gnu++11 as supported and then it is safe to use it for e.g. sys-apps/gptfdisk, or ICU ebuild detects -std=gnu++11 as unsupported and then `icu-config --cxxflags` will print empty string.
