/var is on a separate partition, so it is probably just not accessible at the moment. What openrc tries to do with the files in /tmp, I have no idea at all…

This is fixed in commit 1a8cd5f.
The issue was that we were running the tmpfiles.d process too early. It
should have only been run after all local filesystems were mounted.
