I want to have file,sh and text utils metapackages stable before 2004.1. 

I also want to know if it is a good idea to replace file,sh,text-utils with coreutils in the 2004.1 packages.build.

you don't want them stable on PPC
you want coreutils only, please switch ALL ppc profiles (As I believe I had done way back when) to use coreutils
