If you compile gnome-extra/gnome-contacts-3.5.91 without this flag it will fail to compile

Reproducible: Always

Steps to Reproduce:
1.Emerge gnome-extra/gnome-contacts-3.5.91 without the v4l use flag .

Actual Results:  
The compile will fail 

Expected Results:  
Should compile successful
