The CMake check for system-config-printer is basically done by this:

      import cupshelpers.ppds, cupshelpers.cupshelpers

Given that the check fails but the require dependency is indeed installed, and that the ebuild sets the active version of python to 2, my suspicion is that for some reason python 2.6 is being used.

Would removing python-2.6 help? I haven't started cleaning up python versions at all. I just switched to 3.2 recently. I ran python-update, but for some reason, this package keeps installing for 2.7 (probably incompatible with 2.7?)

I have exactly the same issue in x86. I have the following pythons installed:

2.6
2.7
3.2 *

The main reason I installed 2.6 because I had other packages that were insisting on it.

Okay, I just tried removing python 2.6 and emerging again, and I get exactly the same error, so that can't be the problem.

I can confirm that it happens also on my system with v4.8.5. I didn't bother to file a bug at that time. 

I just noted something unusual in the build log, don't know whether its related:

tar extract command failed at least partially - continuing anyway

Thanks for the pointer - with this, I was able to solve the problem.

ImportError: /usr/lib64/python2.7/site-packages/pycurl.so: undefined symbol: gcry_control

I then reinstalled pycurl which fixed the problem. Its odd - why didn't the compile or some other command not bail out earlier? That would have helped a lot. 
Also, the thing is complicated by the fact that a revdep-rebuild did not catch this, so this was hard to guess

Looks like this is an old bug back from the dead!

The problem should be fixed in pycurl-7.19.0-r1, for which I will file a stabilisation request.

Why should the stabilization fix this bug? A simple re-emerge of pycurl fixed it here (7.19.0). It just seems to me that revdep-rebuild should have picked up this one and for some reason it didn't (?)

Perhaps a more accurate statement should be "stabilisation should prevent further instances of this bug", given that the new pycurl revision has improved curl ssl backend handling.(In reply to comment #16)

Thanks all, this should be done. Needed arches of =dev-python/pycurl-7.19.0-r1 are stable in bug #434126.
