Typing 'man portage' I can find the rules to manage virtuals via /etc/portage/make.profile/virtuals.

I believe that the mentioned rules are outdated.

Searching the manpage for the 'virtuals' keyword gives 4 occurrences.

This is fixed in 2.1.11.10 and 2.2.0_alpha121.
