Hi,

 I've written a program that manages CPU throttling according to system load.
Please find attached an ebuild for it and an init script. I suggest it goes under sys-apps.

Fuck me gently! Bug opened 2004-02-23 and not a single response from a Gentoo 
developer. Is it standard protocol to ignore submitted ebuilds?

1. Header is outdated. [1]
2. Keywords do not follow policy. [1]
3. Such daemons rather belong to /usr/sbin/, not /usr/bin, despite the fact that
Makefile suggests otherwise.

Please, fix the above problems and reopen then. Thanks.
