After updated to grub-2.00 from grub-1.99-r2, during "loading grub" message also show: "Error: File /boot/grub2/locale/en.mo.gz". I already expected that issue about one year ago (Arch Linux). A workaround is putting the line LANG=C in /etc/default/grub before running grub2-mkconfig.
I do not think the missing locale has anything to do with GRUB_GFXMODE not working. It works fine on my system, and I also get that warning message. *** This bug has been marked as a duplicate of bug 408599 ***
