In several parts of the handbook, when explaining local USE flags, the user is referred to /usr/portage/profiles/use.local.desc to search for the explanation of what a particular local flag does. But this file says:

# This file is deprecated as per GLEP 56 in favor of metadata.xml. Please add
# your descriptions to your package's metadata.xml ONLY.

Please add some explanation to the handbook about where to find metadata.xml or which command to use to view it.

I think I misunderstood how use.local.desc is supposed to be used. It's deprecated for developers, but not for users.
