sys-devel/automake-wrapper makes autoreconf and related tools forcibly try to reuse the version of aclocal (and other tools?) that was used an existing aclocal.m4 file. This behaviour is not expected, and breaks things in annoying ways if the version required is old (I'm seeing a requirement for aclocal-.17 with a packagin I'm trying to build even though it works just fine with recent aclocal).

I propose that automake-wrapper should fallback to the latest available version of aclocal etc. if the exact version from the existing file is not found.

If making this the default behaviour is a non-option, we should at least allow this to be enabled somehow (possibly an environment variable).
