Usually, this means incomplete sip upgrade.

Unfortunately rebuilding of:

sip, PyQt4, pykde4

and everything in:

equery d sip PyQt4 pykde4

doesn't help.

I hit the same bug yesterday with system-config-printer-kde-4.8.4, rebuilding curl and pycurl did solve it.
