net-p2p/rtorrent-0.8.9 fails to build with net-libs/libtorrent-0.13.0, but the ebuild dependency line says >=net-libs/libtorrent-0.12.${PV##*.}

Reproducible: Always

Steps to Reproduce:
1. emerge =net-libs/libtorrent-0.13.0  # it's testing as of now
2. emerge rtorrent  # rtorrent-0.8.9 is stable as of now
Actual Results:  
rtorrent-0.8.9 fails to build

Expected Results:  
ebuild states correct dependency info and tries to downgrad libtorrent

Fixed to depend on ~net-libs/libtorrent-0.12.x since minor versions are released together for rtorrent/libtorrent. Thanks for reporting
