fcgid 2.3.6 is flagged to work with apache 2.4 by upstream, but the ebuild forces apache 2.2 . Emerging the package without dependencies (-O) actually works, if mod_unixd is loaded into apache prior mod_fcgid runtime.

Steps to Reproduce:
# emerge -p =www-servers/apache-2.4.1-r2 mod_fcgid
Actual Results:  
slot conflict

Expected Results:  
mod_fcgid ebuild should require minimum apache version 2.2 only.

apache 2.4 is ~ yet, and need to clean up the bundled configurations too. But this should happen at some point too.

Latest www-apache/mod_fastcgi doesn't seem to compile with 2.4 . That should get a restriction to apache 2.2 .

www-apache/mod_fcgid 2.3.7 is available, ebuild should be bumped

Applied a fix so that it should work with both 2.2 and 2.4 also bumped 2.3.7. Thanks for reporting!
