The package sys-apps/systemd-sysv-utils cannot exist because it depends on sys-apps/systemd, which depends on sys-apps/sysvinit, which blocks sys-apps/systemd-sysv-utils. As far as I know this is an ebuild bug so emerge --info would be irrelevant.

2) Note that sys-apps/systemd-sysv-utils is package.masked:

systemd requires new enough util-linux OR sysvinit. I'd appreciate if you read the ebuild OR updated @world before reporting bugs.

sys-apps/openrc has since been added to the "system set". You would need to remove it from the system set to be able to install systemd-sysv-utils.

Note that this will break utilities like binutils-config and gcc-config. As a workaround, you can symlink /etc/init.d/functions.sh to /lib/gentoo/functions.sh.

sys-apps/openrc and sys-apps/systemd-sysv-utils can be installed at the same time. This problem has NOTHING to do with sys-apps/openrc. I have no idea why anyone would say anything about sys-apps/openrc

sys-apps/sysvinit blocks sys-apps/systemd-sysv-utils and is a dependency of a package in @system. The solution: package.provided.

Without using package.provided sys-apps/systemd-sysv-utils still cannot be installed. There are two possible solutions:
1. Remove all dependencies on sys-apps/sysvinit from packages in (or (in?)direct dependencies of packages in) @system.
2. Remove sys-apps/systemd-sysv-utils

Removing sys-apps/openrc from @system is not a solution because sys-devel/gcc-config and sys-devel/binutils-config (which are also dependencies of packages in @system) depend on it and sys-apps/sysvinit will still be required by indirect dependencies of packages in @system.

A package that can never be installed without modifying the profile shouldn't exist (at least not in the main portage tree).

As far as I know, the only thing in @system that depends on sysvinit is openrc. What other packages depend on sysvinit on your system?

Have you tried booting openrc without sysvinit installed?

openrc depends on sysvinit, and this dependency cannot be removed. sysvinit blocks systemd-sysv-utils. Therefore, there is no way to have openrc and systemd-sysv-utils installed at the same time without hacking the dependency graph using package.provided.

The current system set pulls in openrc, and by extension sysvinit.

openrc may be removed from the system set once bug 504116 is resolved.

That's rather hacky; it seems strange to have people install another alternate init provider just so that they can symlink /sbin/halt to systemctl.

Regardless, I don't think this bug should block stabilization.
