app-text/ggv has >=dev-util/gtk-doc as an optional dependence (exactly, it's used with "doc" at the USE variable). It must specify a version number (if not, it's impossible to portage to find a >= version to nothing). It works perfectly if it's set to >=dev-util/gtk-doc-0.9
