Just was trying to install kde-base/systemsettings on my sublaptop, where i am using only some parts of kde sc.

Reproducible: Always

Steps to Reproduce:
on system with no akonadi installed try to install kde-base/systemsettings-4.8.0
Actual Results:  
build fails

Expected Results:  
build succese

according to your build.log, it is not the missing akonadi-dependency, that makes systemsettings fail:

-- The following REQUIRED packages could NOT be located on your system.
-- You must install these packages before continuing.
-----------------------------------------------------------------------------
   * OpenGL (ES)  <http://mesa3d.org/>
     OpenGL (ES)
     Either OpenGL or OpenGL ES 2.0 are required for Compositing support in KWin.
